The beginning is referred to as ra's therefore a mujaddid would be at the beginning of a century although the beginning of a century is also the end of the century that preceded it because it is possible someone may refer to it as the end . Hadith on the Life of the Prophets

Indeed the starting point of this issue is Allah's statement "And say not of those who are slain in the way of Allah: 'They are dead.' Nay, they are living, though ye perceive not" (2:154).
